Welcome to the web site of the Department of Community Development.  We believe it is an exciting time in the City of Charles Town and we have an abundance of potential and opportunity.  The Department of Community Development duty is to maintain a high quality of life for Charles Town residents and businesses through sound land use planning, code enforcement, housing, neighborhood services, and economic development.  The following pages are designed to inform you of the many ways Department can assist you, whether you are growing a business, developing land, providing human services, or repairing your home.
The Department's objective is to promote the orderly growth of the community through the development and enforcement of plans and regulations that promote health, safety and general welfare of City’s citizens.  The Department also provides staff support to the Planning Commission, Board of Zoning Appeals, Historic Landmarks Commission and the Vacant Structures Board.
The Department of Community Development is comprised of the following divisions:

Planning and Zoning Division
  • Implementation of the Charles Town Zoning and Subdivision Ordinances
  • Issuance of use permits
  • Variance requests
  • Certificate of Appropriateness requests
  • Waiver requests
  • Rezoning and annexation petitions
  • Subdivision applications
  • Plat administration
  • Administers federal, state and local floodplain and storm water regulations
  • Assembly and gathering of community data
  • Develops and maintains the city's Comprehensive Plan, Land Development Plans and Plats, Design Review Standards, Zoning Ordinance and Subdivision Ordinance
  • Provides information to the public on regulations, zoning codes and development projects
  • Reviews and administers zone change proposals and petitions
  • Reviews private development projects for design and compliance with the Zoning Ordinance and Subdivision Ordinance
  • Special projects 
Building Inspection and Code Compliance Division
  • Provides permit processing services to the public
  • Reviews all building plans to ensure compliance with the Building Code
  • Inspects buildings under construction to ensure that they comply with the building codes
  • Issues Certificate of Occupancy
  • Code compliance for residential and commercial properties, including property ordinance violations
  • Vacant Structures Registry Program
